I am getting really frustrated with the dependency clashes while testing various AI projects on my 4090 linux rig, so I am exploring using docker to solve this. I figured I'd PR so people can see it sooner in case it is useful to others.

Note that I have not tested training yet. That will be next. So I'll make this a WIP again until I am sure that is working well.

I just built a new windows rig so I'll test this from WSL docker and see if it works there too
