35bbab8eee feat: state.c add GL_POLYGON_OFFSET, add mipmap bias
- implement simple GL_POLYGON_OFFSET implementation
- add mipmap bias as per OpenGL spec
- CLAMP gave warnings comparing unsigned to < 0
